The latest player to join the list is Nathan Bracken aged 30, the Australian fast bowler. He underwent surgery in Melbourne this week after a scan showed his cartilage was dangerously close to snapping and he has been advised between four to ten weeks of rehabilitation. He will miss IPL this season.
Five New Zealand players signed with the Indian Premier League have been given permission to miss the opening two matches of the England tour so they can appear in more lucrative Twenty20 games. In another shift from tradition caused by the IPL, Daniel Vettori, Brendon McCullum, Jacob Oram, Ross Taylor and Kyle Mills will arrive after the one-day warm-up against MCC on April 27 and the three-day fixture with Kent.
The delay means the quintet will be able to turn out in more matches - and gain larger payments - for the IPL teams, which start the competition on April 18. New Zealand Cricket wants the men in England by May 1 so they can be involved in the clashes with Essex and England Lions before the first Test at Lord's on May 15.
Justin Vaughan, the NZC chief executive, called the decision "fair" and the move was backed by the country's players' association. "When the itinerary for the England tour was put in place it was not envisaged that a number of our players would be playing quality cricket in India," Vaughan said. "For players that are playing a high standard of international cricket two weeks is a good level of preparation."
Austrialian, West Indies, New Zealand players will be playing for two to three weeks only this year in IPL. Here are list of the players:
Bangalore Royal Challengers:
Zaheer Khan (India) - He is still not fit as he is not playing for test too. Its still doubtfull.

Shivnarine Chanderpaul (West Indies) - 1st test starts on May 22nd but he may be playing for 2 to 3 weeks in IPL. Still its not clear that he may even skip 2 test matches aganist Australia for IPL.
Ross Taylor (New Zeland) - Deadline to join New Zealand team on May 1st
Kolkata Knight Riders:
Ricky Ponting (Australia) - He will be playing for 2 to 3 weeks in IPL.
Brendon McCullum (New Zeland) - Deadline to join New Zealand team on May 1st
Chris Gayle (West Indies) - Gayle declines to confirm availability for Australia Tests. He has not yet confirmed his availability for West Indies' first two Tests against Australia, which clash with the inaugural edition of the Indian Premier League (IPL).
Delhi DareDevils:
Daniel Vettori (New Zeland) - Deadline to join New Zealand team on May 1st
Chennai Super Kings:
Matthew Hayden (Australia) - He will be playing for 2 to 3 weeks in IPL.
Jacob Oram (New Zeland) - Deadline to join New Zealand team on May 1st and he is injuried too.
Michael Hussey (Australia) - He will be playing for 2 to 3 weeks in IPL.
Mumbai Indians:
Lasith Malinga (Srilanka) - Injured during CB series in Australia. He is not selected for West Indies tour too.
MohaliI Kings XI Punjab:
Brett Lee (Australia) - He will be playing for 2 to 3 weeks in IPL.
Kyle Mills - (New Zeland) - Deadline to join New Zealand team on May 1st
Ramnaresh Sarwan - His case is same as Chris Gayle and Shivnarine Chanderpaul. West Indies Board has already given permission, so that can go and play IPL but now its upto them to select what they want.
Jaipur Rajasthan Royals:
Dimitri Mascarenhas (England) - He has revealed his fear that playing in the Indian Premier League could cost him a place in the England one-day international side. "I've spoken to Hugh Morris (managing director of the England team) and new selector Geoff Miller about it and they seem pretty positive because of the fact I don't have a central contract.
Hyderabad Deccan Charges:
Andrew Symonds (Australia) - He will be playing for 2 to 3 weeks in IPL.
Scott Styris - (New Zeland) - Deadline to join New Zealand team on May 1st

So, here is the equation, IPL will be losing 18 players this season. It will effect the team strength and the interest of the game. As compare to ICL will have all the service of International players who has signed (expect if he is injuried).
It will is fun to see what is going to happen as the games progress. I think if ICC is very serious then please give a way for IPL in there Future Programme.
May be first week Chennai Super Kings will be in the top of IPL point table and all of a sudden you can see Jaipur Rajasthan Royals on the top of table next week...Thats' Cricket!!!
